A history told only through aircraft, ships and vehicle names can conceal the institutions that make production possible. This guide brings the factory, customer, decision-making body and developing workforce into the same frame. It is not a complete equipment inventory or a ranking of companies. Its purpose is to make different responsibilities understandable through specific, dated cases. Follow the chapters chronologically, then use the linked company dossiers to examine a particular institution more closely. Public records, manufacturers' accounts and editorial interpretation are kept distinct. The guide does not provide instructions for constructing or using weapons.

Early factories

SSB's institutional history records the Military Factories General Directorate in 1921 and repair workshops and ammunition factories in Ankara in 1924. It also includes Şakir Zümre's private undertaking on the Golden Horn in 1925. These examples place public organisation and entrepreneurship within the same period. A repair workshop and a new manufacturing plant serve different purposes: maintaining existing material is not creating new production capacity. The starting point can be read through different industrial functions, rather than one factory.

Alliance and industry

NATO's membership anniversary account dates Türkiye's and Greece's accession to 18 February 1952, when their instruments of accession were deposited with the United States government. This political milestone belongs in an industrial history, but does not by itself establish that a particular factory opened, closed or received technology. Joining an alliance and acquiring a product's design rights are different events. Cooperation does not mean unrestricted access to all technologies; particular arrangements need evidence.

An energy case from Kayseri

ASPİLSAN's own history records its foundation through donations in Kayseri on 2 April 1981, rechargeable cell production in 1984 and lithium-ion cell production in 2022. The same account includes renewal of battery facilities and capability for railway systems. This gives a concrete reason not to reduce defence industry to its most visible large platforms: energy supply is an industrial field relevant to different devices. The separate references to cell and battery production make distinct stages visible.

Policy and institutional change

SSB's anniversary article of 10 November 2023 describes SAGEB's foundation in 1985 and the Executive Committee's May 2004 emphasis on domestic projects. It separately records attachment to the President in December 2017 and restructuring as a presidency in 2018. Creating an administration, changing project priorities and changing its place in government are distinct milestones. A new institutional name does not mean all production began that year.

Who makes the decisions?

SSB's Executive Committee page lists strategy decisions, coordination between institutions, export and offset decisions, rules for using the Support Fund and educational support for the workforce among its duties. This framework helps distinguish a manufacturer from the body making procurement decisions. Deciding how a fund is used is not the same responsibility as manufacturing a device, and educational assistance does not substitute for acceptance of a finished product. Company contract announcements can consequently be read as records of several institutional roles meeting, rather than merely as isolated statements of commercial success.

MKE's corporate structure

The original text of Law 7330, adopted on 30 June 2021, organised MKE as a joint-stock company subject to private-law provisions. It retained all capital in Treasury ownership while assigning share-based management powers to the Ministry of National Defence, and provided for independent audit. Equating this corporate form with a sale to private investors misdescribes that text. This is a historical reading of the enacted law, not present-day legal advice.

Schools and industry

The Ministry of National Education's ELMAS announcement of 18 July 2025 describes the protocol signed on 2 June and thirteen selected vocational and technical Anatolian high schools in twelve provinces. Ankara has two schools, explaining the difference. The list includes the Özdemir Bayraktar Aviation and Space Technologies high school in Elmadağ. This establishes the programme's educational scope; it does not demonstrate graduation or employment outcomes.

Exhibiting the history

SSB's report of 22 September 2021 describes its time-tunnel exhibition at TEKNOFEST at Istanbul Atatürk Airport. The display brought industrial facilities, administration and future projects into the same visitor route. The existence of the exhibition is not independent verification of every historical interpretation it displayed. It is nevertheless a concrete case of how industry history is communicated publicly. By showing periods and institutions alongside products, the arrangement invites consideration of the different kinds of evidence supplied by a factory photograph, an administrative change and a stated future ambition.

Moving to company dossiers

After following this institutional route, compare the linked company dossiers. One possible sequence is ASELSAN and HAVELSAN, then TUSAŞ and TEI, followed by ROKETSAN and STM. Begin with dates and then move to the named project or service cases; do not confuse similarly named companies or complementary responsibilities. Avoiding the assumption that one organisation represents the entire sector brings both work and institutional history into clearer view. Where an announcement, first trial, delivery and entry into service are separate events, they deserve separate positions in a chronology. The linked dossiers supply a more focused reading route than an undifferentiated catalogue of names.

Questions and explanations

Does NATO membership confer design rights?

No. An accession date does not establish a particular technology licence.

Did MKE's corporate change mean a sale?

In Law 7330's original text, all capital belongs to the Treasury.

Why does ELMAS have two different numbers?

The ministry's list counts thirteen schools in twelve provinces; Ankara has two schools.

Where should I read next?

Compare the company dossiers by period and institutional role. Events recorded in the same year need not all be foundations, production milestones or deliveries. Use the official film to observe how an institution presents itself, without treating its presentation style as an independent assessment of performance.
