Türkiye 2030: Technology, Cities and the New Economy

Separate targets, observed data and scenarios in Türkiye's 2030 agenda through a source-backed framework for technology, cities, skills and energy.

2030 is an assessment horizon, not an observed result

To understand Türkiye's 2030 agenda, first separate observed data, announced targets and conditional scenarios. This dossier is neither a growth forecast nor investment advice. It brings together official plans accessed on 15 September 2026 to support better questions about technology, cities, skills and resources. The scenarios below are Cumhuriyet Atlas's explanatory tools. They are not official forecasts, calculated probabilities or news reports describing a future that is already known.

A programme announcement, a budget allocation, a completed installation and a useful everyday service are different stages. A digital service might be announced while its usability, reliability, accessibility and ability to resolve problems still require measurement. Preserving that distinction makes it possible to follow promising initiatives without turning announcements automatically into success scores. A good account of the future also explains which changes in conditions would require the assessment to change.

Do not confuse the clocks of different plans

The Twelfth Development Plan covers 2024–2028. The 2030 Industry and Technology Strategy has a different horizon. The Climate Change Presidency publishes distinct 2024–2030 mitigation and adaptation plans; AFAD's TARAP document covers 2022–2030. Grouping them in one discussion does not make their end dates or implementation tools identical. Record a document's publication date, target year, responsible institution and monitoring method together.

Type of statementWhat it describesWhat it does not establish
Observed indicatorA measured condition during a defined periodThe following year's result by itself
Strategic targetAn intended direction and measureThat the target has already been achieved
Budget or support decisionAn implementation instrumentThat a product will be used or successful
ScenarioWhat could differ under changed conditionsA certain result or calculated probability

Technology: the ability to use it matters alongside the product

The industrial strategy's digital-economy themes include communications infrastructure, cybersecurity, cloud services, robotics and the workforce. The ministry's strategy catalogue also lists the Türkiye AI Action Plan 2026–2030. This article does not claim that every measure in these documents has been implemented. When reading a technology announcement, ask how a demonstrated product enters a real workflow, which skills users require and who becomes responsible when the system fails.

Buying new software and completing the same task with fewer errors are different indicators. Training, maintenance, data quality and compatibility with other systems belong in an assessment. A striking AI demonstration likewise does not establish reliability across every task. Our proposed comparison begins with a narrow use case and follows results using consistent criteria. Lawful data use must be evaluated separately against current requirements and the organisation's responsibilities; this overview is not a compliance assessment.

Cities: consider intelligence and resilience together

AFAD's risk-reduction plan connects understanding risk, governance and resilience investment. As an editorial application of that framework, do not assess a city's future solely by counting sensors, cameras or applications. Neighbourhood-level accessibility, continuity of essential services and maintenance capacity also deserve questions. Operating on a normal day and meeting basic needs during disruption are different tests. This article does not assess an individual building's safety or provide engineering advice.

A transport application can show an arrival time while an inaccessible stop still prevents someone from making the journey. A favourable city-wide average can conceal a service gap in another neighbourhood. Record distribution and user experience alongside investment totals. A municipality's activity report, project timetable and service indicator answer different questions. An announced completion date should not be confused with an actual opening or evidence of dependable routine operation.

Energy and climate: different units are not the same chart

The Energy Ministry's reports catalogue includes the 2022 National Energy Plan: a dated planning edition is distinct from observed outcomes. TEİAŞ generation and transmission statistics provide an official route to observed electricity-system information. Installed capacity, electricity generated and energy consumed are different measures. Do not present capacity as production or an electricity share as a share of all energy. A useful comparison specifies year, unit, scope and source consistently.

The existence of separate mitigation and adaptation plans also highlights a useful distinction. Measures intended to reduce emissions and measures intended to improve resilience to changing conditions do not have identical evaluation purposes. A city assessment can ask separate questions about efficiency, water use and service continuity. This section does not certify any project's environmental performance. It helps readers identify what is being measured before judging a comparison.

The new economy: connect work, skills and productivity carefully

The TurkStat data portal provides access to statistical subjects including research and development, artificial intelligence, employment and population. Reading different series together helps avoid inferring economy-wide results from one investment figure. Our monitoring framework keeps research inputs, production outputs and people's working conditions distinct. More spending does not automatically demonstrate a better product or a better job for everyone; those relationships need their own evidence.

A student can use a future-oriented reading exercise to compare transferable skills and working environments instead of searching for a guaranteed winning profession. A business can investigate whether technical novelty resolves a user problem and can be supported sustainably. A resident can ask how a new service affects time, access and cost. These are ways of interpreting the same technology story through different needs, not personalised career or investment recommendations.

Keep the measurement scale visible. A national indicator cannot automatically describe one district, and an impressive individual project cannot automatically represent a whole sector. Check whether a figure describes money committed or money spent, people registered or people actively using a service. Missing information should remain missing, not silently become zero or an assumed success. A reproducible question is more useful than a ranking whose definitions are unclear.

Three conditional scenarios: these are not forecasts

ScenarioAssumptionEvidence to watch
Broadening capabilityInfrastructure, skills and maintenance progress togetherRegular use and measurable benefit across different regions
Uneven progressExemplar projects advance while access and wider adoption lagA gap between successful demonstrations and user experience
Constraint-led slowdownResource, implementation or service-continuity difficulties increaseDelayed stages, changed scope and unmet needs

No probability is assigned: this article has not built a model that could justify one. Different conditions can coexist across sectors and cities. The value of a scenario is not selecting a certain winner but deciding beforehand which evidence would change an initial judgement. Look for contrary signals as well. Is a positive indicator narrowly scoped? Does a negative indicator concern a temporary implementation stage rather than a lasting outcome?

Create your own 2030 monitoring notebook

  1. Choose one question, such as transport accessibility, use of a digital service or a specific production capability.
  2. Record the baseline with date, unit, geography and source. When information is unavailable, mark it unknown rather than zero.
  3. Put the target on a separate line and identify whether it is an official objective or a project announcement.
  4. Record the implementation stage: announcement, allocation, installation, entry into service and routine use are different.
  5. Check for revised definitions or data when updating the notebook. Do not directly compare figures with different coverage.

A further safeguard is to write a short explanation of why an indicator matters before collecting it. Otherwise it is easy to choose whichever number supports a preferred conclusion. Record who might experience benefits differently and which costs or practical obstacles your measure does not capture. An honest notebook can contain a promising development, an unresolved limitation and a missing dataset at the same time.

Use the Türkiye Atlas for local context. For a historical comparison of institution-building, return to banks and monetary sovereignty. A historical example does not establish the automatic success of a present policy. The most useful connection between past and future is a clearer question: which institution, using which resources, addresses whose need, and with what measurable result?
